Providing safe, healthy facilities that meets all local, state and federal regulations is crucial to the operation of a Head Start/Early Head Start program.  This position is responsible for overall management of the Head Start/Early Head Start facilities by ensuring that all buildings meet federal, state and local licensing requirements pertinent to type of use and that all required licenses are up to date.  In addition this position ensures that leases, contracts or agreements for all sites are current with appropriate signatures, oversees the maintenance and cleaning of buildings to ensure that they are clean, safe and in useable condition and works with outside contractors and service oriented businesses, as necessary. The position conducts regular health and safety inspections of buildings and playgrounds and chairs the Head Start Safety Committee. Transportation is one part of a large system of services provided to children and families. It plays an important role in supporting the overall goals of the program.  This position is responsible for the overall operation of the Head Start/Early Head Start transportation (agency vehicle) program ensuring the safe and efficient transport of children and parents/families between program activities and on field trips (where applicable). Responsibilities include overseeing the minor maintenance of the buses and/or agency vehicle, ensuring that they are kept clean and in safe repair at all times; ensuring licenses, insurance, inspections and other required permits are maintained to comply with all local, state and federal regulations.  In addition, this position oversees any vehicle leasing and/or transportation contracts; cost-effective vehicle maintenance agreements with vendors.


  1. Oversees the Head Start facilities and assures they meet all requirements.
  2. Develops and implements a centralized purchasing system to support facilities with such items as equipment, supplies, repairs and maintenance.
  3. Develops and implements systems for building security and maintenance.
  4. Establishes and facilitates a Safety Committee to support safe and healthy environments of care at the centers, kitchens and offices.
  5. Oversees Child Safety sections of Performance Standards to include fire drills, first aid kits.
  6. Writes, reviews and revises the Transportation Work Plan annually. Develops a system for administering and monitoring the work plan. Monitors compliance with the Head Start/Early Head Start Work Plan, and the Head Start Performance Standards in the applicable content areas and sub-areas assigned.
  7. Establishes policies and procedures for the transportation portion of the program with parents and staff that support the effective implementation of transportation services.



A minimum of high school diploma or G.E.D. with two (2) years related experience and demonstrated knowledge of general building maintenance, facilities management, transportation systems and food services management is required.  Knowledge of local health/safety regulations, ADA and OSHA requirements preferred.  Previous experience with lease management and contracting preferred.  Associates’ degree preferred.
